It is possible to attach pipes anywhere you choose, with the usual result that the system starts banging so badly you can't live in the house. The reason you are looking for info from folks back east is that there are a lot more steam systems left over in the cities there; so people understand why the pipes were placed that way in the first place, instead of any which way that seems like a brandy-new invention.

Some plumbers are pretty handy with sawzalls, long-threads and unions so welding isn't the only option.
