Right. You want your cake and to eat it too. The thermostat has to have stops for the temperatures, be for three-wire systems and be cheap too. The aforesaid comes close to what you asked; but it cost some money.

You can use an Accustat fixed temperature thermostat

with a 24 volt SPDT relay.

When the thermostat calls for heat, the normally open terminals close. When the heat is satisfied, the relay calls back to close the valve closing circuit.
