Taco Circulator question

I've searched for an answer and can't come up with one in any other post.

My boiler will fire up and heat to about 210 degrees but the circulator never turns on. It is a Taco 007-3. I noticed so far this year that is was getting to be more noisy than I remember from last year. My question is how would I tell if the circulator needs replaced or a new cartridge, or if it is the Honeywell aquastat relay not telling the circulator to turn on.

I pulled the cartridge from the circulator but I am not sure how to tell if it is worn out. If I grab ahold of the propeller it moves about 1/4-3/8" away from the body of the cartridge, should it be tight?

What about taking the circulator off the system and wiring it to a switch and plugging it in, throwing the switch and seeing if it turns on? Will I damage the unit? Does it need water for lube or to make it turn on?

Lastly, any idea of a national retail chain that might have parts? It's a sunday and nothing near by is open.
