Can't say for sure but sounds as if the boiler is grossly oversized. In this case outdoor reset only adds to the problem. A properly sized boiler and longer run times is the key to efficiency. The outdoor reset will make the boiler run shorter cycles which drops efficiency in this case and shortens the life of the mechanicals. The cycle rate should be about 3 times an hour.
My house is 2100 sq ft and my heat loss is 58k and the home is 85 yr old. My boiler installed 11 yrs ago is 68k. We have seen temps as low as 4º for a few days and no problem heating.
