An expansion tank doesn't have to be at any particular height in the system to be at the optimum location. It is OK to pipe where you can, above or below an exhaust vent.

The best way to pipe a boiler is to have the circulator pumping toward the radiation with the air scoop and expansion tank between the circulator and the boiler supply outlet, as here:
