Still can't see it from here. The installer probably left it there for a purpose. To second-guess without seeing the whole is blindly trying to fix something while it is already working. If you don't need the heat from the pipe in the basement it goes through, insulate it until someone can see the whole, preferably the installer that did the job so you can know his reasoning.
