Any help with cold radiators?

I was wondering if anybody can give me any advice on what to do if the room radiators in my apartment are too cold in winter. The heat is simply insufficient. I don't have access to any temperature regulators as I live in a big apartment building with central heat. I have tried to open all supply valves on the room radiators. Does anybody have any advice about air vents? Are there any special type of air vents I could purchase that are more powerful? What type, what should they look like (are the round or oval ones better)? Are there any other "tricks" that could be used with apartment radiators to make them warmer, with no access to the central heating system? Thanks very much!!
