Steam air vents for 2-pipe systems?

I just bought a house with steam heat. One cast iron radiator has a single pipe. (All the other radiators are two pipe.) From the holes in the floor and the presence of a capped thermostatic valve at the base of the radiator (that otherwise would have connected to the return pipe) it seems there was a 2nd pipe at one time. I don't know why the return pipe was removed.
Should I expect any problems or will it run OK like this.

Also, I expected this single-pipe radiator to be the only one with a steam vent installed. But the rest of the radiators also have steam vents. Could there be a reason why they may be needed? Or, can I remove them (rather than replace them) from the two pipe radiators and plug the hole? Thanks.
