With or without a liner, you need so many sq in of flue to support the total BTU output off all 3 appliances. Now if your chimney is terra cota lined now and in good shape, why bother with a liner? Your steam boiler and water heater are not condensing models. Only do it if your chinmey is just brick or if there are issues with cracks in the chimney.
