The efficiency you make reference to is the efficiency of the burner, not the system.

I would suspect that your boiler holds 30 to 40 gallons of water.

New boilers hold anywhere from 2 to 5 gallons.

Now does it take longer to heat 5 gallons or 30 gallons?

Which one do you think would be more cost efficient?

Those old coal units worked great ... you had a thermostat in most every room.

It was called a window!

By the way your efficiency on the burner is low because the CO2 reading of 5% should be up nearer to 11%, unless of course, they couldn't clear up the smoke.

I'd also suggest keeping oil, gas is not cheaper and requires just as much maintenance as oil... unless of course you enjoy audible ignitions, BAAA BOOOOMMM, and the deadly gas, carbon monoxide.
