Why would you keep the boiler hot all the time? Not even a steam boiler does that. You can recirculate water all the time to your benefit; my circulator hasn't stopped running in 20 years. All you need to do is make the water hot enough to send the right amount of heat out as the weather changes. Outdoor reset controls will do that for you, as will a simple thermostat in a central area of the house.
