It sounds like there is a two problems.
One, the boiler is dirty and is purging the water into the system. A good cleaning and some water treatment (chemicals) for steam boilers sold in your locale plumbing supply store. This should stop the purging. It might require more than one cleaning.
Two , it sounds that the pressure regulator valve is not working properly or is not adjusted correctly. The pressure in the boiler while operating should never exceed 5 Lbs. pressure.
Check the preesure regulator valve and adjust.
Also make sure the feed to the boiler is not passing water when the valve is closed. A leaky fill valve will cause the boiler to overfill and cause the preesure to rise.
