I would be surprised if the basement heat loss was much greater than 10,000 btuh. Many installers have use the GUESSBIG method of boiler selection, so many boilers are twice as large as necessary and short cycle, but heat (sorta good.) Boilers are very forgiving if they are cast iron or steel and hold some gallons of water and you don't choke off the water flow to just a few zones.

If you plan to heat the basement within five years, I would include that basement in the estimate. Most building inspectors have no problem with approving the planned heating of something expected to be heated.
