loud vertical pole radiator

I've got an old one-pipe steam radiator system in my New York apartment. In the kitchen there are two vertial radiator poles that extend from the floor to amost the ceiling that each contain a valve at the top. There is no shut-off valve.
They used to both be silent and gave out nice heat, however one started acting up lately.

Now when the boiler is producing steam, it "sucks and blows" very loudly (repeatedly) and clangs with the "hammer" sound that I've seen posted before. I don't know how silence the pole again, as there is no shut-off valve and I can't shim a vertical pole.

Any ideas?
