Not having a zone valve would make the zone have heat all the time, not prevent it from getting heat. A blockage in the line would prevent hot water from getting from the boiler to the readiation. That is what is happening with the boiler, it is not getting the hot water through the boiler fast enough so it shuts right down. The problem is not with the boiler, it is with the circulation of the water through the circuits. A knowledgeable repairman would want to know the tubing diameter, the length of each circuit from the boiler to the boiler and the circulator in use.
