Hot Water Radiator

I have a 100 year old building with 3 year old Well-McLain that works fine. However,the radiator on the 3rd floor in the backroom was removed and the boiler hot water lines were capped off. The radiators in the backrooms on the 1st and 2nd floors( immediately below the 3rd floor area are slow to warm up and do not generated heat that the same sized radiators in other room generate. I also have Danfoss thermostatic valves on the radiators. Should I have the 3rd floor capped lines soldered into a loop (thus completing a circuit ) Or
might the problem be in the termostatic valves? The other radiators in the building work fine.
