Peerless gas boiler refiring

I have a 1991 Peerless PDE-065 gas boiler with two zones for heat (baseboard) and another for hot water. I live in the northeast and with the bitter cold temps the boiler is unable to keep up with heat demand (wife wants 72 degrees). I adjusted the high limit to 200 degrees, it goes up to 210. Is that safe and/or will it cause problems (normally set at 180)? The system was installed in a home that originally had electric heat so some pipes run through the garage so the system has anti-freeze in it. Second, I notice now that while the boiler is running the flame will shut off, a few seconds pass and the ignitor comes on and re-ignites the flame. That seems to happen 2-3 times per cycle. Is that normal? Also, the flame is blue for about 1/2" then red.
