I just had this problem,.,,,it could be the limit settings of the aqua stat...the Circulator will not go on until the boiler reaches the low limit setting..and if the therm opens and releases a vloume of cold water from the pipes on that zone into the boiler,,and temp drops say to 120 or even lower, that circ wil not go on until temp reaches the low limit....which also governs the ususal point the furnace would come on.
