Water level in sight glass

I have an American Standard Arcoliner Steam boiler fired by an Riello 40 burner. The unit was made in 1954 and still runs like a top. My Heating service Tech recommends that in the winter the water level in the sight glass be kept at about 4 inches visible. My question is if it is more efficient to have less water so that the water "steams" more quickly or more water so that the boiler holds the heat more.
