Also, test the main vent by adding a small vacuum breaker on the vent hole with a tee with the vent on the problem radiator. Some adapters would be needed to make up the little manifold. This could be done manually by waiting for the steam cycle to end and then removing the vent to see if water falls out faster. The vacuum breaker would allow the water to fall from the radiator against some resistance below.
