Sorry, got a little addled from answering other hot water system posts. But the Honeywell control described is probably the low limit for the hot water, so you don't need the added manual reset high limit. The pressure switch would take care of that.

The rest of the post does apply to radiators and the oil burner. However, as the boiler is probably cycling to make hot water, the burner input would be higher than necessary.

In sum, it is not yet an emergency; but something to be looked at by a repairman to make sure the controls are OK.
