You won't damage the system by running it the way you describe it is running now. The temperature readings seem off. High limit controls don't have 25F differentials (195-170 = 25), they are ten degrees, so either the thermometer is not reading the temperature at the same place as the high limit, or the thermometer is reading incorrectly.

The plumber will find if there is incorrect circulation in the downstairs circuit that is keeping the rooms too cool.
