Steam radiators

All of the radiators in my residential steam system only get hot in the upper half to third of the radiator. Is this normal? Seems to me that the entire radiator should become hot. Is it possible that the bottoms could be filled with sediment that has built up over the years, and if so is there an easy way to "flush" them. Also, 2nd floor radiators don't provide nearly as much heat as those on the first floor. I set the trap valves on second floor completely open and about halfway open for the ones on the first and still am not getting much heat out of the upper ones.
