The cause is lack of annual service procedure. The factory recommends a yearly disassembly, cleaning and replacement of wearing and clogging parts. You now have the worn and clogged up parts, such as the diverter valve and gas regulator, so the heater can not shift into water heating mode. These heaters are made to save money on fuel; but not on repairs. Large American-style tank water heaters are more immune to being ignored.
