Some systems do go into negative pressures (vacuum valve systems.) As the Axeman-Anderson boiler is a welded boiler, it doesn't have casting separations and can more easily be seen as useful for vacuum systems, so the meter could be used on either. Meters fail and stray, so a replace it. Yolu could reove the glass and try to reset the needle if it seems to be working. You probably don't have a vacuum system, so a steam gauge that you can pick up at a local plumbing supplier should suffice.
