Yes, you can repipe. 1-1/2 inch mains can handle 200,000 btuh for your 1200 square foot floor; though, most installations only need smaller pipe for the heat estimate.

You have plenty of water in the radiation, so you don't need to store any in the boiler. An Ultra will be able to heat 180F water, it just won't condense for the couple of months when it needs higher water temps than 150F, so it will still be more efficient than any other non-condensing boiler. The certainty that a boiler will last has to be established over time; it is a guess as to whether the designers are goofy enough to put a boiler on the market that won't.
