weird boiler

I just saw a oil fired boiler that is used for steam heat and piped out the bottom is a circ. pump to supply heat to two rooms as a hot water boiler. the boiler is under 12 lbs pres. has a low water cutoff steam safty cutoff and a sight glass 1/2 full of water on top is a pres. relief valve it has a hartford loop it is pretty new with a becket burner. did anyone ever do such a thing and is it safe ..what do you think????
