As the guys at the Wall have pointed out, this is probably improperly wired (I see that a lot with power venters). Whenever I install a power venter, it is always with fresh air (outside) intake.
The power venter should come on first, and then, after the draft prover switch closes, the burner is turned on. And as one pointed out, the post purge is a good thing, so long as it isn't too long.
There is an adjustment in the junction box on the Tjernlund to set the time of post purge.
