It would not be the fill valve because a fill valve usually has at least 40 psig city water on one side and the closed boiler system on the other, so a failing fill valve will overpressure the boiler. The fill valve should not be left open, but shut, so leaks can be discovered rather than feeding oxygen corrosive water to a boiler indefinitely. If the pressure is dropping, it is not the expansion tank unless it is leaking. In other words, your system has a leak; fix the leak and the system will no longer lose pressure.
