Where do I add water (Hot Water Boiler/Oil Furnace)

I'm a new young home owner.. but my house is twice my age and I have this huge 60 year old Volcano Oil Furnace that heats water to the radiators upstairs.

I'm having a problem where one side of the house doesn't seem to be heating up. I've surfed around and seeing as the radiators are making some pretty strange noises too, I guess purging them would be good.... but I'm trying to find out... what if I'm missing water in the pipes? Where do I fill it up? There's like 5 places I could hook up a hose but which one is the good one? I also seem to have this round foot high tank on top of the boiler... is that for water? It sounds empty to me.
Any help would be appreciated... THANKS!
