The valves are meant to service the piping and rads, not as heat regulators. The proper way to use a hot water heating system is the use of outdoor reset and TRV's (thermostatic Radiator valves). Outdoor reset will have an outdoor temp sensor and fire the boiler to a different temp curve: 200-180 degrees F when it's zero out and probably 140-160 when it goes under 60 degrees out. The TRV's are set by the apt owner for each series of rads (usually a room) to their comfort level. This will save fuel and should almost automate the heat as the water temp wil rise and fall inversely to the outdoor temp matching the heat loss.
