pipes in cnew crawl space

I have added a 16 x 16 room off of the
kitchen. A bath, windowed sitting
room, and washer/drier area are to
be put in. The room sits on a 3 ft crawl
space. The old farmhouse has steam heat,
with 13" thick stone wall foundation.
I plan on an electric heat strip for the
room since I fear moving the OLD steam pipe.
I was only able to punch a 8" circular hole
through the foundation for the hot/cold and
plumbing waste pipes.

What is the best way to keep the pipes and
fixtures from freezing in the NE PA winters?
My basement temp in the farmhouse is around
50 degrees.
