there can be several problems.
You might not have a flow restrictor or valve set to limit the flow through the coil to its rating.
you might have the controls set to a low value like 150F low limit. Moving the setting up to 180F can make a difference.
You might not have a mixing valve to mix cool water with hot water to make more hot water.
Your nozzle input or boiler size might be too small for the demands you put on it.
Your coil might be caking inside with lime from water hardness, which will reduce the heat transfer.
