I doubt that any heating unit is notorious for having sooted up. The CO is way up when there is soot and no heating unit can pass design tests while making soot.

Soot is produced when there is not enough air to the burners. That needs to be adjusted imediately. It might be that people try to get by without a yearly maintenance procedure which includes gas pressure testing and burner adjustment, so sooting would be notorious among owners that avoid yearly maintenance - there are many of them.
