The Right Termostat Controller for a Steam Radiator System

I have a 7-day programmable thermostat controller for my steam radiator system. I have no air con unit in the house. The boiler works fine, but the heat in the house is very inconsistent---meaning the + to - degree range is very dramatic and the feeling of warmth in the house is not constant. The house is old (~1927-32) with plaster walls and probably has no insulation behind them. Is there a specific thermostat controller I am supposed to be using with a steam radiator system? I was told that just any programmable thermostat controller is not necessarily the right solution. Are there any that are made specifically for a steam radiator system and if so, what are the makes and model numbers please? Thanks!
