Skimming the boiler removes the surface impurities, these impurities float and increase your surface tension causing surging problems, carryover(wetsteam), problematic shutdowns.

Flushing, or blowing down will help to remove the heavier material such as water hardness particles.
Flushing and blowing down are different procedures, flushing will give you a better top to bottom cleaning. This can be thought of as skimming and blowing down if you will.
