: Check for a restriction or valve closed partly in the incoming water line. When you open the tap the pressure in the water line will drop at the house side. When you close the valve the pressure will build up and can make a reed-like noise as the pressure equalizes past the diverter valve. A change in the pressure reducing valve at the incoming water line could also help produce this pressure change noise.
