hot water circ using steam return

I work for a small plumbing company, but dont know much about hot water heating systems. My house is 3 stories with 3 separate dwelling units one on each floor. The whole house is steam and I want to put hot water in first floor only with 2 or more zones. My boss told me that I could you steam return line for my hot water system, but he doesnt know how it works exactly. Any advice would be appreciated. Is it a good idea to use 1-1/4" copper steam return for hot water loop with one circulator and maybe 3 zone valves?
