: If one pipe steam, the air vent is probably painted shut, adjusted to closed position or faulty, if the shut off valve is wide open. If two pipe, the outlet trap is probably shot. The radiator should be level and the pipe that takes water away pitched ok. The smell may be something on the outside of the radiator getting hot. Gobs of oil paint inside sections? Or cutting oil or such inside. Once it is running hot you might cook it out.
