Yes, just a drop a minute leaking or boiling away can drop the water level some gallons. Raise the water level above the glass during this summer to see if water starts running down the side to the floor. As you are not making steam, but just heating the boiler water to make hot water, you will not make the boiler bang. This will show if you have a leak at the water line that must be repaired before the winter, and if not, will cover the inside top of the boiler from oxygen.

The water line would have to be lowered to 2/3 the sight glass before steaming in the winter.
