It sounds like it's the Divertor Valve (the valve that switches flow demand between your hot water and central heating.)The diaphragm inside is probably perished or jammed. You may get away without replacing the whole valve and just using a service kit (Cheaper option). Make sure a registered and competent gas installer does this for you.
