The larger T&P valve only relieves more water for a larger system to get the pressure down fast enough. Carrying one size on the truck probably is cheaper than the extra cost. It will still open at the given temperature or pressure. Your recirc pump may have created a situation of having the cold line's water hot also, overwhelming the expansion tanks capacity for the thermal expansion. Or it could have been a faulty T&P
