A thermistor reacts to temperature or NOT. Yours changes, so it is WHAT it is sensing, or the controller that has a problem.
If you did not annually have the heater completely disassembled, cleaned, rebuilt, checked and refurbished as suggested in the manual, that is the problem. The manual tells how to adjust the water temperature.
