Hot water heat permits the flexibility to change as you need. Have someone install a steam to water heat exchanger (similar idea to an amtrol) to provide heat for a separate circuit zone with pump for the first floor. The sealed circuit can then be kept as you change other floors later.

Moving the thermostat to the top floor is least expensive. You could also get a sharp service tech to install an electronic thermostat with remote sensors for each upper floor in your apartment so you could switch and adjust as you wish.
