short or long cycles which is better?

Which would be better from a money savings/comfort
basis on a oil fired steam radiator system. A stat
that cycles on and off with an anticipator that cuts
on before the digital reading drops even one degree.
Or a more mechanical stat that let the temp drop one
or two degrees before cut in?
In the short cycle case the ON time is so short that
the upstairs radiators almost never heat up. But the
main room temp stays at the setting.
In the longer cycle there is more time for the radiators
to heat but the furnace runs for a much longer time.
Which is cheaper to run?
Which is better on the furnace?
Which is more comfortable?
