If you don't want to minimize cash outlay, but would like fewer complaints, greater safety, better control of comfort, and more money savings with tenants, convert to hot water. Are you going to take the responsibility of checking the water level and blowing down the boiler every few weeks? Don't depend on a tenant to have the skills to check.
