operating temp of boiler

I have just replaced an old converted oil fired boiler to a new Slant Fin Victory II VHS 90. When I fired it up, the water temp went to 200 degrees f, I thought that was way too hot for safty. If you toched the radiators it burned. I turned the control down to !40 degrees. What should it be?
The installation manual does not explain how to set the low limit for the circulating pump. The control unit is a honeywell with a stat wheel for adjusting the temp and what looks like a spring loaded outer wheel, is that the low limit?
The manual goes into great detail about setting the gas pressuer and adjusting the burners, are these items not set at the factory and test run? Thanks for any help.
