First thing I would check is making sure the soot can go were it is supposed to. Follow the path from the firebox through the bottom of the chimney and clean all the ash out and you have decent draft. There should be cleanout doors to get at everything, may have to pull the fluepipe out of the chimney. It could be too little air or high fuel feed to be running rich. A blocked draft will cause low air and more soot besides not sucking it out of the bldg.
