If you have the stat wired correctly and the settings correct, I'd test for shorted wire as Mike said. Follow the stat wire and loosen any staples that might be driven too hard and shorting the wires(separate the wires). You can get an intermittent condition if that is the problem. Walking across the floor could switch it etc.
