First, did someone measure the existing radiators and do an accurate sizing of the new boiler? Or did you simply replace what was there. Too big of a boiler will cause what you have. ALOT can be said for proper boiler sizing. Second, be sure that all the near boiler piping is EXACTLY as the boiler manufacturer suggests. That includes pipe size, layout, pitch requirement, distance between the water line of the boiler and the LOWEST steam carrying pipe ( commonly referred to as "dimension A"). Make sure all of this is exactly as specified by boiler manufacturer BEFORE you cover all the pipes with insulation.Make sure that the installer followed the piping schematic to a tee. Start with the basics. Then insulate. Good luck.
